Particles out when using surface tension in Multiphase

When I enable surface tension in multiphase calculations for water entry problems(water+air+floating), there are Particles out issue. Do anyone have any idea why this happens?

No particle out is observed when using the same coefficients but with surfacetensioneffencient=0.
