Moving in- and outlets?

Will it be possible in v4.3 to have moving inlets and outlets? This could be interesting for scenarios like a water sprinkler, see attached picture.

Where the sprinkler will start spinning around the vertical axis to cover a larger area. I know it could be done currently by having inlet in the bottom, but a lot of particles could be spared if it was only necessary to draw the water inlet etc.
Would this be possible to do or maybe it will add some unphysical attributes moving the inlet/outlet?
